INTEGRATED COMMUNITY EMPOWEREMENT AND DEVELOPMENT PROGRAM(ICEDP)

The Integrated Community Empowerment and Development Program (ICEDP) is a flagship initiative of Community Change and Transformation Initiative (COTI). It tackles the deep-rooted causes of poverty, marginalization, and human suffering in Uganda through a uniquely integrated and multi-sectoral model.

ICEDP empowers vulnerable communities by:

ICEDP is structured around core components that directly address the lived realities of Uganda’s underserved communities. These components are designed to drive inclusive, resilient, and sustainable development, while contributing to Uganda’s NDP IV, the SDGs, and COTI’s mission.



  1. SUSTAINABLE LIVELIHOODS AND ECONOMIC EMPOWERMENT.
  2. This program strengthens local economies by promoting income generation, entrepreneurship, and decent work opportunities through establishing Village Savings and Loan Associations (VSLAs), Provide startup kits and seed capital to micro-enterprises, facilitate access to markets and strengthen value chains and promote green jobs and local innovation hubs.

  3. SKILLS DEVELOPMENT AND VOCATIONAL TRAINING.
  4. This program is to equip youth, women, and other vulnerable groups with practical, market-relevant skills by establishing community training centers in tailoring, carpentry, mechanics, ICT, and other trades, provide adult literacy and numeracy programs, Integrate life skills, digital skills, and financial literacy modules and Support internships, mentorships, and apprenticeships.

  5. BASIC NEEDS AND EDUCATIONAL SUPPORT

    The objective of this program is to ensure that less privileged children and youth access quality basic education, essential needs (food, healthcare, shelter), and pathways to productive futures.

    Key Activities:
    1. Provide school fees, scholastic materials, uniforms, and mentorship.
    2. Support food security and nutrition for vulnerable learners.
    3. Facilitate healthcare access and basic medical support.
    4. Provide transitional shelter for extremely vulnerable children and families.
    5. Offer career guidance, life skills, and vocational exposure.

  7. SOCIAL SERVICES AND COMMUNITY WELLBEING
  8. This program is to enhance access to quality health, protection, and psychosocial services to improve community wellbeing.

    Key program Activities:
    1. Implement WASH (Water, Sanitation, and Hygiene) initiatives.
    2. Organize mobile health outreach to hard-to-reach villages.
    3. Distribute hygiene kits and promote menstrual health education.
    4. Provide psychosocial support and facilitate trauma healing circles.
